The Organization for Economic Co-operation and Development (OECD) said that developed countries have to promote labor skills of youth and work-force age, especially curriculum development, efficiency guidance, employer participation of specifying labor’s skills and information based of using and needed skill formation.

In recently, Quality Learning Foundation (QLF) organized the international conference “Youth and work-force age’s skills development for works: strategy and learning lesson of work from OECD member countries to economic and developing cooperation.

Elizabeth Fordham, senior adviser of global relations for education and skills (OECD), presented Program for the International Assessment of Competencies (PIAAC) to reflect a standard of labor age’s quality in age 16 – 65 years old in the amount of 166,000 people in 24 member countries after graduated and have already work. The program will test 3 skills which are 1. Literate 2. Figuring out 3. Problem solving in High Technology Environment. This program make us find that there are problems about skills and work which are not match with their skills those are causes of loss benefit of wage.

A survey in 2001, found that countries which have necessary skills in working in top three are Japan, Finland and Netherland while the last three are Chili, Turkey and Italy. When compare the literate skill between Italy and Japan by level of education, we found that lower high school graduates in Japan have literate skill in average equal to higher education graduates in Italy. It reflects that Japan have an efficiency skill capacity and labor building in labor market.

From the survey, we can analyze in 5 points.

  1. Labors who have better skill will be employed (in some country) and receive higher wage.
  2. Labors who use skills continuously will have a chance to be employed more than other.
  3. Labors who have qualification and skills which are not match with works will be employed in some situation.
  4. Many labors will be assigned work which is not proper with their qualification, education background and literate skill.
  5. Labors loss of wage benefits because their work is not match with their skill.

Dr. Kritsanapong Keeratikorn, vice chairman of Quality Learning Foundation, said that Thailand can learn from the lesson research and experiences in education working and skill development from OECD. And also, it can be used for develop people’s skills in both learning age and working age.

Office of the Vocational Education Commission and Quality Learning Foundation will cooperate to make a plan and establish a committee to drive vocational labor building to be high-quality and standardized in special economic zone. The working skill that must be develop hastily are being high-quality entrepreneur, critical thinking, communicated skill and keeping up with high technology.  New curriculum will make a chance to children to have more choices in working life. And also, teachers must be developed in life teaching.
